NORTHERN ILLINOIS CHAPTER

Deputy Chief Craig Neal serves with the Waukegan Police Department and as President of NOBLE’s Northern Illinois Chapter. The City of Waukegan currently lists Neal as a Deputy Chief, and department materials identify him as a leader of the Patrol Division, where the mission centers on protecting the community, preventing crime, maintaining order, and building trust through professional policing and community collaboration.

Throughout his law-enforcement service, Neal has been involved in operational leadership and community-focused public-safety efforts. He has participated in Waukegan initiatives connecting law enforcement with social-service resources, including the department’s Community Outreach and co-responder work, and has represented Waukegan in professional discussions addressing youth justice and disproportionality in the criminal justice system. These efforts reflect an emphasis on collaboration, accountability, and responsive public service.

As Chapter President, Neal leads a Northern Illinois membership drawn from the Chicago-area suburbs and including law-enforcement officers and law-enforcement support staff. The chapter supports community initiatives such as Law and You presentations, an annual coat donation drive, and the Chief Bill Powell Criminal Justice Scholarship. Through NOBLE, Neal continues to advance professional leadership, community engagement, equity in the administration of justice, and the organization’s mission of Justice by Action.
