GREATER CLEVELAND CHAPTER

Deputy Chief Victor McDowell, Jr. serves as President of the Greater Cleveland Chapter of the National Organization of Black Law Enforcement Executives and as Deputy Chief of Police with the Cuyahoga Metropolitan Housing Authority Police Department. His career includes progressive law-enforcement leadership assignments throughout Northeast Ohio, including service with the Cleveland Metroparks Police Department, where he advanced through supervisory and command positions.

McDowell is recognized for leadership development, organizational management, professional standards, community engagement, and public-safety workforce development. His professional credentials include SHRM-CP, Certified Diversity Professional, Certified Law Enforcement Executive, and graduation from the FBI National Academy. He has also contributed to professional training and discussions focused on recruiting, hiring, retaining, and developing public-safety professionals.

As Greater Cleveland Chapter President, McDowell supports advocacy, mentorship, professional development, community dialogue, and stronger relationships between law enforcement and the communities they serve. His leadership reflects the chapter’s commitment to integrity, service, collaboration, and NOBLE’s mission of Justice by Action throughout Greater Cleveland and Region IV.
