CHICAGO CHAPTER

Lieutenant Yolanda Banks serves with the Chicago Police Department and as President of NOBLE’s Chicago Metropolitan Chapter. In her current leadership role, she is guiding the chapter as it enters its 50th year, carrying forward a mission centered on equity in the administration of justice, stronger relationships between law enforcement and the community, and NOBLE’s commitment to Justice by Action.

Banks has a longstanding record of service within NOBLE. Before becoming chapter president, she served on the Chicago Metropolitan Chapter’s executive board as Treasurer while holding the rank of Sergeant with the Chicago Police Department. Her continued advancement within both law enforcement and NOBLE reflects a commitment to professional leadership, accountability, mentorship, and meaningful community engagement. She has also participated in statewide public-safety leadership through the Illinois Law Enforcement Certification Review Panel.

As President, Lieutenant Banks emphasizes collaboration, trust, transparency, integrity, and inclusive partnerships. The Chicago Metropolitan Chapter brings together law-enforcement professionals and community partners from across the criminal justice, education, faith, business, and civic sectors. Through that network, Banks continues working to expand professional development, strengthen community relationships, and create lasting pathways for service and leadership throughout Chicago and Region IV.
