Chief Booker T. Hodges

NOBLE NORTHSTAR CHAPTER PRESIDENT

Welcome to NOBLE Northstar Chapter

Chief Booker T. Hodges serves as Chief of Police for the City of Bloomington, Minnesota, and as President of NOBLE’s Northstar Chapter. He joined the Bloomington Police Department as chief in April 2022 after a career that has included service as a school resource officer, patrol deputy, narcotics detective, SWAT operator, watch commander, inspector, undersheriff, acting chief deputy, and Assistant Public Safety Commissioner. His previous service includes the Minnesota Department of Public Safety, Prior Lake Police Department, and the Ramsey and Dakota County Sheriff’s Offices.

Throughout his career, Chief Hodges has focused on organizational leadership, workforce development, community relationships, and professional accountability. He has led organizations ranging from small agencies to large public-safety operations, has served for more than two decades as an unconscious-bias instructor, and is a Certified Human Resource Manager. His leadership at the Ramsey County Sheriff’s Office also contributed to hiring efforts that made the county jail the first minority-majority staffed correctional facility in Minnesota.

Chief Hodges earned a doctorate in Public Administration from Hamline University, a master’s degree from Saint Mary’s University, and a bachelor’s degree from Florida Southern College. He also serves as an adjunct professor at the University of Northwestern in St. Paul and contributes to Police1 as a columnist and editorial board member. Through NOBLE, he continues to advance ethical leadership, professional excellence, community trust, and the organization’s mission of Justice by Action.

REGULAR MEMBERSHIP

NOBLE Northstar Chapter Regular Membership

$/YEAR

  • Active members and law enforcement officers of a federal, state or local law enforcement agency, or other police agency.
  • Persons employed in a position which by statute is empowered to exercise arrest and/or law enforcement powers.
  • Permanent rank of Lieutenant or above, or an equivalent level of management responsibility.
  • Retired persons who would have been eligible for membership had they continued serving in their former active capacity.
  • Shall be entitled to vote on each matter submitted to members.
  • Shall be eligible to hold office.
ASSOCIATE

NOBLE Northstar Chapter Associate Membership

$/YEAR

  • Active law enforcement and criminal justice professionals who do not meet the qualifications of Regular Membership.
  • Retired law enforcement and criminal justice professionals who do not meet the qualifications of Regular Membership.
  • Have the same rights and privileges as Regular Members.
  • May not hold the office of Chapter President or Chapter Vice President.
  • Have the right to vote for the Region IV Vice President, National Associate Member Representative, and elected officers at the National level.
  • Associate members in good financial standing shall be entitled to vote on all matters submitted to the Chapter.
SUPPORTING

NOBLE Northstar Chapter Supporting Membership

$/YEAR

  • Persons interested in furthering the goals of the National Organization and Chapter.
  • Persons who do not meet the requirements of Regular Membership and Associate Membership.
  • Shall be entitled to vote for Chapter officials and all matters submitted to the Chapter.
